3) The Town of Richlands, Virginia is currently seeking applicants for the position of Town Manager Job Description. Minimum requirements for the position include a bachelor’s degree in finance, engineering, public or business administration, with a master’s degree preferred. A minimum of ten years in public and/or private sector management with significant experience dealing directly with local governments as a manager, deputy assistant, or department head of an organization that has similar or greater complexity. A background in budget, staffing, and electrical engineering as it applies to public works, water, and environmental administration is preferred.
